Re: Erosion Control and Advanced Sedimentation Pilot Project
 
On behalf of the Town of Innisfil, I would like to extend my sincere thanks to Greenland International Consulting Ltd. for their excellent work in completing the Erosion Control and Advanced Sedimentation Pilot Project for the Town of Innisfil, funded in part by the Federation of Canadian Municipalities. This project is a first step in broad-scale implementation of innovative stormwater management technologies in the Lake Simcoe Watershed to address on-going phosphorus and sediment concerns within the Lake.

Over the course of the three-year pilot project, Greenland studied the effectiveness of the Clearflow Group’s Advanced Sedimentation Technologies at an active development site in Innisfil. The project analyzed the performance of Clearflow’s Gel Flocculant Blocks and Treated Geo-Jute at removing fine sediments and nutrients at three stormwater management facilities that discharge to Lake Simcoe. These particles, and the associated nutrients and heavy metals, are traditionally not being removed by conventional stormwater management facilities and cause negative impacts downstream. The results of the project will help Innisfil and other municipalities and agencies to reduce sediment load from entering the environment as a result of construction activities.
 
As the lead consultant, Greenland coordinated with the Town staff, contractors, sub-consultants and the developer to ensure that open lines of communication were maintained and questions and issues raised were responded to promptly. The Greenland Team’s level of professionalism and thoroughness over the course of the project was valued by the Town.

Re: Capreol Downtown Waterfront CIP and Whitson River Waterway Trail

Greenland delivered both projects on budget and provided consistency in its leadership from the landscape team. This stability in project management meant that we were working with a company who was familiar with the City’s project and consultation processes.

The Capreol Downtown Waterfront improvements were constructed in 2018 in time for the community’s 100th anniversary and incorporated the community’s railway history into the design. Greenland was skilled at integrating the wishes of the community into cohesive and creative designs that provide great connections between the Community’s main street areas and natural features.

Lake Simcoe Region Conservation Authority

RE: Town of Innisfil (Community of Alcona) Flood Reduction Class Environmental Assessment

On behalf of the Lake Simcoe Region Conservation Authority (LSRCA), I would like to thank GREENLAND® International - Consulting Engineers for the excellent work undertaken to complete the Flood Reduction Class Environmental Assessment for the Community of Alcona. I also want to provide you our sincere appreciation for the support GREENLAND® provided both in-kind and financially which allowed the project to proceed. The approved strategy will now enable the LSRCA and Town of Innisfil to move forward with the next phase of the project so that the science-based, publicly supported solution, can be implemented to alleviate flooding impacting residents in Alcona as soon as possible. 

The project goal was to develop a sustainable - engineering solution to reduce significant annual flood damages currently occurring within the Community of Alcona (Town of Innisfil) and located within the Belle Aire Creek subwatershed. The project included a Class Environmental Assessment (EA) process with extensive public and other stakeholder consultations to advance a solution involving enhancing a wetland (green infrastructure) to provide flood mitigation. The project was proposed over a decade ago and was then adopted in the Town’s Master Drainage Plan as required under the Lake Simcoe Protection Plan. It is now one step closer to completion. 

The project deliverables produced by GREENLAND® included an Environmental Study Report (ESR) which now provides a science-based, well-engineered, thorough and systematic understanding of the chronic flooding that has impacted the affected settlement area in the Town of Innisfil. The Environmental Study Report (by GREENLAND®) also developed a proactive flood mitigation and resiliency plan that can now be implemented by the LSRCA, Town and other stakeholders. Finally, the project work plan satisfied requirements of Ontario's Class Environmental Assessment process and with an effective/collaborative spirit of a "public-private partnership” utilizing and ecosystem approach. The timelines to complete the project were very aggressive and I was pleased that GREENLAND® was able to complete the project on-time and budget. 

In conclusion, the role that GREENLAND® played to prepare the funding application for Canada’s National Disaster Mitigation Program; securing in-kind participation of the Intact Centre on Climate Adaptation (ICCA) at the University of Waterloo; providing in-kind Intellectual Property leveraging resources, and the financial contribution helped ensure the project was a complete success. I look forward to working with your company again on other partnerships of mutual interest and would be pleased to serve as professional references on similar projects.

I would like to thank and recognize GREENLAND® for their leadership role in the above project. Your firm identified the opportunity to work together with other private firms and public sector organizations, together with the support of the Town of Collingwood and the Federation of Canadian Municipalities, to address a growing Concern in communities related to lot-level flood mitigation.
 
GREENLAND® strategized and implemented, over almost 3 years, the “first-ever in Canada” work plan to mitigate problems of climate-change induced stormwater flooding which impacts many residential, commercial and institutional properties. The innovative project approach monitored 4 different Low Impact Development (LID) approaches for reducing lot-level flooding and their ability to redirect site drainage away from municipal sewer systems. Using innovative real-time (aka ‘Smart’) technologies, GREENLAND® was also able to generate ‘Big Data’ that provided new insights into the effectiveness of these different approaches. The GREENLAND® team’s level of commitment, thoroughness and professionalism was appreciated by the municipality. GREENLAND® maintained open lines of communication with Town staff, contractors, participating residents, and promptly responded to all questions and issues raised by the public.

Six Nations of the Grand River

On behalf of the Public Works Office of the Six Nations of the Grand River, we would like to thank Greenland International Consulting Limited for the work completed to prepare the Master Drainage and Flood Remediation Plan (MDFRP) for both the Boston Creek and Rogers Creek subwatersheds, as well as the McKenzie Creek Subwatershed. These findings have enabled our office to identify all flood prone residences, building structures and other infrastructure throughout these subwatersheds with the flood plain mapping that has been prepared as part of this assignment.

Greenland has been integral to assisting our Office with identifying and prioritizing the remedial projects to mitigate flooding in the McKenzie, Boston and Rogers Creek subwatersheds that flow through our Community. We also appreciate Greenland's effort in assisting the Six Nations of the Grand River with the preparation of funding applications to secure the resources to complete these remedial works. We are convinced that this MDFRP completed for McKenzie Creek, Boston Creek and Rogers Creek can be used as a template for completing similar drainage and flood remediation works both locally and in other First Nations.

The City of Waterloo

As a Senior Project Engineer (Water Resources) for the City of Waterloo, I would like to extend my appreciation to Greenland Consulting Engineers for providing exemplary EA planning, design, contract administration and construction inspection services for the Pond #53 Sediment Removal/Reuse and Retrofit Project.
 
This project was an important undertaking for the City which consisted of: the removal of 360m3 of sediment for reuse in a City owned boulevard area; removal of all additional sediment (approx. 3,000m3) from the SWMF permanent pool and forebay area to improve its operation, implementation of the retrofit design including improved maintenance access and proactive management of many unforeseen conditions throughout the duration of the project. This project also included significant logistical challenges with respect to the coordination of public access for area residents and businesses, and providing workable solutions to implementing the design as intended due to challenging unforseen site constraints.

As the Design Consultant, Contract Administrator and on-site Construction Inspector, Greenland always maintained open lines of communication between the City, Contractor and the affected residents, and promptly responded to all questions and issues raised by the Contractor, the City and the public. Greenland’s attention to detail throughout the entire duration of this assignment helped ensure the project was completed as required.

Town of Penetanguishene

As Director of Public Works for the Town of Penetanguishene, I would like to extend my appreciation to Greeland Consulting Engineers for providing exemplary contract administration and construction inspection services for the Penetang Main Street Reconstruction Project. 

The Main Street reconstruction was a huge undertaking for the Town which consisted of: the full reconstruction of 1.4 km of roadway including widening for improved land widths, on-street parking, storm sewer replacement, watermain and sanitary sewer replacement, as well as landscaping and lighting improvements to better serve businesses and residents. The project included significant logistical challenges with respect to the coordination of public access for businesses, and providing workable upgrades to exisiting infrastructure under difficult site constraints and a tight time line.

Intact Centre on Climate Adaptation

The Intact Centre on Climate Adaptation (ICCA) is a national applied research centre that focuses on mobilizing practical and cost-effective solutions to address climate change and extreme weather events. To this end, the ICCA is an incubator of new adaptation ideas, conducting research, knowledge mobilization and promoting initiatives aimed at de-risking the negative impacts of a changing climate and extreme weather. One of ICCA’s concerns is a growing uninsurable housing market in Canada relative to sewer backup.
 
ICCA believes the advanced technology and features of the SafeSump system can be instrumental to mitigating basement flood potential.  I have one of the first prototypes of the SafeSump system installed in my home. I have interacted directly with the start-up founder. I view him as entrepreneurial and passionate, and have met other members of his team with whom I was similarly impressed.  I am also familiar with Greenland Consulting Engineers, and congratulate SafeSump Inc. on their choice to create a joint “SafeSump” venture with Greenland.

County of Simcoe

The County of Simcoe is the upper tier government and planning authority for most of the South Georgian Bay – Lake Simcoe Source Water Protection Region. The County, in partnership with its member municipalities, other levels of government, floodplain management agencies and two (2) conservation authorities, also provides leadership through policy, and actively in the restoration and protection of the environmental health and quality of these watersheds. As you know, in order to comply with, and be environmentally proactive with respect to the Province of Ontario’s “Places to Grow” legislation, the County of Simcoe utilized innovative decision support tools such as Greenland’s CANWET™ model. In 2012, CANWET™ was also used by the County to prepare a “Water and Wastewater Infrastructure Visioning Strategy”. To this day, the information in the Strategy’s final report is used by local municipalities, development interests and other stakeholders as a background reference to help identify sustainable development solutions.
 
This letter confirms the County of Simcoe's commitment of support which includes initially facilitating the introduction of this landmark international collaboration with all 16 local municipalities, other governments (small and large) and other agencies that partner now with the County of Simcoe on land use planning; infrastructure renewal; and flooding risk/damage reduction initiatives.

The reappearance of excessive nutrient loading in Lake Erie and the subsequent algae blooms is an extremely complex issue and is quite different in nature than the previous phosphorous loadings in the 1970s. Unlike the issue in the 1970s, there are far more sources adding nutrients to the late and these sources are diverse in nature ranging from rural to urban. In order to understand the nutrient loading, both in the temporal and spatial domains, more complex analytic and predictive tools are required in order to help policy make sound, science based, and defendable solutions.

The University of Guelph is uniquely positioned to help address the issues around Lake Erie with long standing core strengths in both the agricultural sector and the environmental field. In conjunction with our partner, Greenland Consulting Engineers, and their watershed evaluation tool (CANWETTM), we believe that we have the engineering and technology to extrapolate CANWETTM from the watershed level up to the lake basin level and provide decision-making support for the entire Lake Erie basin.

Muskoka Watershed Council

The Muskoka Watershed Council’s mission is to champion watershed health in those watersheds that flow into and through the District Municipality of Muskoka. There is no conservation authority in Muskoka, instead the Council is a volunteer-based organization supported by the District of Muskoka, local consulting firms, and local Ministry of Natural Resources and Forestry and Ministry of the Environment and Climate Change offices.

The Muskoka Watershed Council is currently undertaking a project to understand the potential impact of climate change in Muskoka to the year 2050. In working with our municipal partners, decision support tools such as Greenland’s new CANWET-5 model could be useful in informing our watershed management planning decisions in relation to policy development, stewardship priorities and education and communication programs.

Agriculture and Agri-Food Canada

In March of 2013, Greenland International Consulting Ltd. completed a study for Agriculture and Agri-Food Canada to estimate nutrient loading in small catchment of about 177 square kilometers in the La Salle River watershed in southern Manitoba using the CANWET 4 model. Given uncertainties in some input data and model parameters, the preliminary results using the CANWET 4 model for baseline conditions of stream discharge, nutrient concentrations and loads were satisfactory in our project team as simulated values were within the range of observed values during the validation period.

This study suggests the CANWET 4 modeling approach could be used to predict changes to nutrient loads from changing land use scenarios in watersheds of this region.

I wanted to take this opportunity to thank you for your work on the Brampton “Pond 10 Floating Islands Research Project”. This project was a “first of its kind” within our watershed.

Greenland was responsible for preparing the design brief for the islands that provided details on the anchoring system design, safety considerations and a strategy for establishing a vegetation community among other things. This was a challenging project given that there was no pre-established process to follow and therefore we were defining the design and implementation process from scratch.

Greenland was always very responsive when issues arose and helped us troubleshoot options to solve the issue. They refined the design brief and assisted CVC with implementing improved anchor designs that have been successful in keeping the islands stable over the past few years even though some extreme weather events.

We were very pleased with the consulting services Greenland provided for this project.

Sustainable Buildings Canada (SBC) has worked closely with Greenland Consulting Engineers (Greenland) as part of the Savings By Design program offered by Enbridge Gas Distribution. The program features an integrated design workshop that exposes builders and developers to the potential environmental and energy performance benefits that can be achieved through a holistic planning process. This includes identifying alternative approaches to site sustainability including low impact development and storm water management.

Inherent in the integrated design process is the need to access experienced and highly qualified individuals and organizations that can identify potential alternative solutions. SBC has a very capable roster of consultants that represent the core expertise required for this kind of expertise. Greenland is one of those organizations, providing critical input related to storm water management, low impact development and site sustainability.

Greenland consulting staff are all extremely knowledgeable and up to date on the various issues related to storm water management and low impact development and have always provided that expertise in a professional manner, recognizing the need to be sensitive to both the needs of the developers and the desire to improve environmental performance. Canada's Oil Sands Innovation Alliance (COSIA)

Check out this (Greenland) video of THREATS (an open-source cumulative effects assessment tool to help direct environmental management (industrial or other)) and/or planning of future projects. It enables the compiling and juxtaposition of public environmental data (including, but not limited to, wildlife use areas and environmental quality data) with on-site or "targeted" environmental data. For security, the provision to include data protected behind a firewall exists to enable analysis and comparison of potentially sensitive data in the context of other datasets. The goal here is to allow for predictive capability and in turn mitigate potential effects. Equally, this provides a capacity to enable retroactive assessment (investigation of cause) of observed changes. The ability to spatially interpret stressor/pathway/receptor data, and conduct analyses within the tool, while retaining data in its original database (secure) is what is truly unique here. Excited to see what can be achieved with this powerful platform in areas where it has already begun to be used!

The reappearance of excessive nutrient loading in Lake Erie and the subsequent algae blooms is an extremely complex issue and is quite different in nature than the previous phosphorous loadings in the 1970s. Unlike the issue in the 1970s, there are far more sources adding nutrients to the late and these sources are diverse in nature ranging from rural to urban. In order to understand the nutrient loading, both in the temporal and spatial domains, more complex analytic and predictive tools are required in order to help policy make sound, science based, and defendable solutions.

The University of Guelph is uniquely positioned to help address the issues around Lake Erie with long standing core strengths in both the agricultural sector and the environmental field. In conjunction with our partner, Greenland Consulting Engineers, and their watershed evaluation tool (CANWETTM), we believe that we have the engineering and technology to extrapolate CANWETTM from the watershed level up to the lake basin level and provide decision-making support for the entire Lake Erie basin.
